Escorpiso OKs 32 trainings for 2022; HRDC gives biggest chunk of HRTD fund for training of Aspiring School Heads

After hours of evaluation of the Human Resource Development Committee, Eduardo C. Escorpiso Jr. Schools Division Superintendent, approves the implementation of 32 Professional Development Programs and activities while same committee readjusted the HRTD fund allocation and gave highest budget to the upcoming training for the qualified aspiring school heads in SDO Batanes.

This is an offshoot of the 1st Quarter HRDC Meeting Cum Program Implementation Review on March 14, 2022 at the Ivatan Conference Hall, Basco, Batanes when the committee revisited the previously approved Annual Training and Development Program and Activities and found necessary adjustments and prioritization among the identified trainings.

In the post-activity interview, Georgann Cariaso, HRDC Chair, said that the Office must recalibrate the previously approved L&D Plan to give priority to more urgent and important L&D activities as a result of conducted monitoring by program owners.

�Kailangan kasi yan para mabigyan [ng fund] yung mas urgent and important activities based on current observation and monitoring result� Cariaso said.

The original Annual L&D Plan for calendar year 2022 was crafted in the later part of November 2021 and was readjusted for the second time in December 2021 prior to its official release.

 

HRTD PIR held for the first time after 3 years

Aside from the readjustment of the Annual L&D Plan, the activity also included Program Implementation Review for the first time after three years.

Glyza Mae Valiente, Education Program Specialist II of HRD, said that the PIR was not strictly observed in the previous years due to the limitations brought by CoViD-19 pandemic. However due to guidelines cascaded by the Central Office, she said that it is a must to conduct this activity quarterly.

�Limited kasi ang movement natin in the past years dahil sa CoViD-19 pandemic and dahil may iba rin tayong priorities noon, hindi po sya naobserve strictly. Pero dahil may guideline na nagsasabi na kailangan itong i-conduct quarterly, kailangan na talga syang i-observe�, Valiente said.

In addition, the HRTD quarterly PIR is also included in the Annual Implementation Plan of the Schools Division Office for the Calendar Year 2022.

Training for Aspiring School Heads gets highest budget allocation from 2022 HRTD Fund

Among the trainings prioritized for allocation from the HRTD fund is the Roll-Out of the Comprehensive Competency-based Training Program for Career Stage 1 Aspiring School Heads which got the highest HRTD allocation among the trainings amounting to P100,000.00.

Cariaso reiterated the need for this training is very high at this time as there are three vacant positions for School Principals.

�This is a pressing need. Wala pa tayong bagong principal passers and considering na we have three vacant positions for School Principal kailangan talaga� Cariaso said.

�For many years we did not have [Ivatan] passers and we have to develop our own people in Batanes. Most applicants from outside Batanes, seek for transfer after some time� Cariaso added.

The amount allocated will be used to fund the training which will be participated by 50 qualified aspiring school Heads calendared on April 5-6, 2022. The training will be facilitated by DepEd Regional Office No. 02 and co-facilitated by the SGOD-HRD Section.
